What does the Progress Claims (RA Bills) module do?

Progress Claims handles running account (RA) billing in both directions: bills to your client for work done, and bills from subcontractors certified against their work orders. Each claim is measured against the contract and previous claims, accounts are told when a claim is certified, and every invoice is tracked until the money is received.
